请教802.16e中切换部分的一个问题。

问题出在802.16e标准中的 6.3.22.1.2小节。是有关扫描和下行同步的。
原文：
Following reception of a MOB_SCN_RSP message granting the request, beginning at Start frame an MS may scan for one or more BS during the time interval allocatedin the message. When a BS is identified through scanning, the MS may attempt to synchronize with its downlink transmissions, and estimate the quality of the PHYchannel.
问题是这句话： When a BS is identified through scanning, the MS may attempt to
synchronize with its downlink transmissions,  
当一个BS被确定后（通过MS对它的扫描），MS可能尝试与BS的下行链路传输进行同步，
单从这句话看 当MS通过扫描确定了BS后，才有可能与BS的下行链路同步。但是MS对BS扫描的内容为：CINR(Carrier-Interface-Noise-Ratio), RSSI(Received Signal Strenth),
relative delay, RTD。 但是CINR应该是在同步之后才能通过解调将载波、干扰和噪声分开，才能得到CINR的值；可是不经过扫描将BS确定下来，就不知道应不应该与它同步。
因而，问题是：扫描和下行同步在时间轴上的关系是什么样的？
谁作过这方面的研究，或者看过这部分的内容，给指点一下。

你说的Scanning的过程，是小区搜索的过程，扫描Preamble，找到对应小区的Preamble。
然后对Preamble也可以进行信道估计。
然后就把一些公共的控制信息解析出来， 这就是二层的工作了。
