I guess in your question 1 you can also include your precursors in the MLSE. But it's strange that in equation (1) the h_l is the convolution of channel response and tx shaping filter. What is used for rx filter before the symbol rate sampling?
The reason for prefilter is to reduce the composite channel response length. Also Viterbi equalizer requires white noise unless you somhow modify it. So The WMF obviously satisfies the above two requirements.
