the first "4" means the number of the transmission Zeros, which is the pure Imaginary solution of the filter transfer function.
the second "4" means the number of the equlization Zeros, which is the pure real solution of the filter transfer function. This helps the in-bband performance (band-edge specifically) by sacrifising the centre frequency performance.
Based on the coupling matirx you showed, this must be a folded structure, 5 resonators in a row, and 2 rows in parallel.
