NS-2 make error

OS: Redhat Linux 9 gcc-3.2.2-5
Related Releases: ns-allinone-2.1b9a, ns-allinone-2.27, ns-allinone-2.28.
Problem statement:
I copied my previous patch ns-2.2x directory and try to compile it within a newly install allinone directory. After all the .cc, .h, .tcl files are compiled successfully, this error occurs:
[ns] No rule to make target `VERSION'
But when I install an orginal allinone package, everything is OK.
